Canada : Canada signals possible US trade deal that excludes Mexico
The Canadian government will consider bilateral trade measures during the renegotiation of the North American Free Trade Agreement, a sign that it could at least partially advance without Mexico. Comments by David MacNaughton, Canada's ambassador to the United States, suggest that Donald Trump's protectionist promises are fragmented. The continental pact as the American leader prepares to meet with Mexican President Enrique Pena Nieto later this month. Prime Minister Justin Trudeau's government arrived in Calgary on Sunday night for Cabinet meetings where Trump has sprung up. The president said Sunday that he would start renegotiating the pact and achieving a "very good result" for all. Shortly thereafter, in Calgary, MacNaughton said his focus is on preventing Canada from being "collateral damage" in commercial actions targeting China and Mexico. "I can not speak for Mexicans," he told reporters in comments echoed by Canada's Commerce Minister. "We will cooperate on trilateral issues when it is in our interest and we will be seeking to do things that are of our interest also bilaterally, some may be within NAFTA, others not." Trudeau spoke with Pena Nieto on Sunday, publishing a brief summary after "they talked about the importance of the bilateral relationship between Canada and Mexico and the trilateral North American association." Since Trump's election victory, Canadian trade officials and observers have kept hope that they are not Trump's goal. Canada is the main buyer of American products in general and the main buyer of 35 individual states, a detail Trudeau emphasized to Trump in a call on Saturday. What Canadians fear is that any tariff or other broadly enforced measures will eliminate them. Approximately 70 percent of Canadian trade is with the United States. "I do not think Canada is the center of attention at all, but I think we are part of that," MacNaughton said. "That's what we have to worry about - it's if we're collateral damage." Trump officials have yet to raise any specific concerns about Canadian trade, MacNaughton added. "Their biggest concern in terms of trade is the shortfall they have with China and Mexico, that's what they've raised."
